Accessibility statement

This translation is provided for information purposes only; the legally binding version is the German one.

Promaris Service GmbH strives to make this website and the services offered through it accessible. This statement describes how far we get today — including the places where we do not yet get there. It fulfils the information obligation under Section 14 (1) of the German Accessibility Strengthening Act (Barrierefreiheitsstärkungsgesetz, BFSG) in conjunction with Annex 3 No. 1 BFSG.

1. Scope

This statement applies to the website promaris.nrw with all its subpages in the German, English and Romanian language versions. It covers the services offered there in electronic commerce: the contact form and the free tool for checking electronic invoices. It does not apply to third-party websites we link to — those are covered by their providers' own statements.

2. State of conformance with the requirements

This website is partially conformant with the Web Content Accessibility Guidelines (WCAG), version 2.2, conformance Level AA. We also draw on the harmonised standard EN 301 549 and on the ordinance implementing the German Accessibility Strengthening Act (BFSGV), in particular its Section 19 on services in electronic commerce.

“Partially conformant” means that the majority of the requirements are met while a small number of named points are not. Which ones they are is set out in the next section. We would rather list them than leave them out — a statement that names no gaps is, as a rule, a statement that has not been reviewed.

3. Non-accessible content

The following content is not yet fully accessible. The list reflects the state as of 12 October 2026.

  • Keyboard focus after a page change — This website changes pages without reloading the document in the browser. In doing so, we do not yet move the keyboard focus to the new content. Anyone using the keyboard starts again at the beginning of the header after a page change, and screen readers do not reliably announce the change. This affects every move between pages (WCAG 2.2, success criterion 2.4.3). It is mitigated by the “Skip to content” link, which is the first tab stop on every page. Work on a fix has begun.
  • Captions of the drawn network graphic — On the “Technology” page, a drawn graphic traces the path of a request through our network. On phones its captions shrink below eight pixels and cannot be enlarged through the browser's font size (WCAG 2.2, success criterion 1.4.4). The graphic itself is hidden from assistive technology; the same information appears directly below it as a text list and is fully accessible there.
  • Interactive controls require WebAssembly — All content on this website is generated on the server and can be read without active scripting. The interactive parts, however — the contact form, the invoice check and the expandable sections — require a WebAssembly program of roughly 1.8 MB. On slow or metered connections, and wherever WebAssembly is blocked, these parts are delayed or unusable. There is an alternative route for each of these cases: you can reach us by phone and by email just as well.
  • Jump targets underneath the sticky header — When a link jumps to a position inside a page, the target keeps a calculated distance from the sticky header. That distance has not yet been measured at every window size; in unfavourable cases the top line of a jump target may be partly hidden. The measurement is still outstanding.

We are working on these points. Defects from the same review that no longer appear here have been fixed — among them the missing visible focus indicator, insufficient colour contrast, a navigation that was unreachable at medium window widths, touch targets that were too small on phones, and animations that ignored the system setting for reduced motion.

4. Preparation and most recent review of this statement

This statement was drawn up on 12 October 2026. It is based on a review of the website carried out on the same day. We will update it whenever the website changes substantially, and at least once a year.

5. Assessment method

This statement is based on a self-assessment combined with an external review. The external review of 12 October 2026 examined the website in all three language versions and reported 84 findings, 17 of them on accessibility.

Every finding was then verified against the source code and in the browser. Some reports did not stand up to that verification and were not adopted; others turned out to be more serious than reported. The self-assessment covers the continuous checking of colour contrast, keyboard operability, heading structure and landmarks, together with an in-house test script that re-checks the externally measurable points after a release.

6. Reporting barriers

If you have encountered a barrier on this website, please tell us — minor points included. It helps if you let us know which page is affected and what did not work. You can reach us as follows:

We will acknowledge your report and come back to you promptly with an assessment. If you need content from this website in another form that is accessible to you, we will provide it by the same route.

7. Enforcement procedure

If you are not satisfied with our reply to your report, or if no reply arrives, you may contact the market surveillance authority of the federal states for the accessibility of products and services (Marktüberwachungsstelle der Länder für die Barrierefreiheit von Produkten und Dienstleistungen, MLBF). It supervises compliance with the German Accessibility Strengthening Act nationwide. Under Section 32 (1) BFSG, consumers may apply there for proceedings to be opened against a provider.
